To refer a child to Early Intervention

All children must be referred to their county to take part in the Early Intervention Program. Call your county's Early Intervention Program directly. Anyone can help a parent make the referral.

County Early Intervention Programs

About New York's Early Intervention Program

• The Early Intervention Program (EIP) and the services available through it are for children under three years of age.
• The EIP is a public program funded by New York State and county governments.
• All children must be referred to their county to access EIP services. County telephone numbers are listed above.
• All services provided under the EIP are at no out-of-pocket cost to parents.
• Eligibility for the EIP can be determined only by State-approved evaluators under contract with the county.
• If a child is found eligible, all needed early intervention services are identified in collaboration with the parent and written into an Individualized Family Service Plan (IFSP).
• The county arranges for approved providers to deliver the services it authorizes.
• When early intervention services are delivered in a child care setting or community location that charges a fee, the parent is responsible for that fee.
• Early Start Coordination is approved by the New York State Department of Health to provide Early Intervention service coordination, State ID 2224626.

Choosing your service coordination agency

After a child is found eligible, families choose their service coordination agency when the initial Individualized Family Service Plan is developed. If you would like Early Start Coordination to be your agency, you can say so at that meeting, or tell your initial service coordinator or the Early Intervention Official's Designee beforehand.
